What should I know before relocating to The Woodlands?
The Woodlands is a 28,500-acre master-planned community about 28 miles north of downtown Houston, founded by George P. Mitchell and opened in 1974. It is not a city. It is governed by The Woodlands Township, a special-purpose district created by the Texas Legislature in 1993, so there is no municipal property tax, but your tax bill will include county, school district, Township and municipal utility district (MUD) line items. Most of the community sits in Montgomery County and is served by Conroe ISD; Creekside Park sits in Harris County and is served by Tomball ISD. Nearly every exterior change to a home requires written covenant approval. Zoning, taxing districts and utility providers all change by street address, not by village.
The villages of The Woodlands
The villages opened in sequence over five decades, so the age of the housing stock tracks the year a village opened. Eight have resident-led village associations recognized by the Township. Town Center, the mixed-use core, is often counted as the ninth village but has no village association. More on the community: The Woodlands.
Grogan's Mill (opened October 19, 1974). The original village, east of I-45 near Town Center. The oldest housing stock in the community: 1970s and 1980s homes on wooded lots, many renovated. Conroe ISD.
Panther Creek (1977). The second village, west of Lake Woodlands. Late-1970s and 1980s construction, with some lake frontage. Conroe ISD.
Cochran's Crossing (1983). Central, west of I-45 along Research Forest Drive. Largely 1980s and 1990s stock. Conroe ISD.
Indian Springs (1984). South-central, off Woodlands Parkway. Mostly 1980s and 1990s homes on heavily treed lots. Conroe ISD.
Alden Bridge (1994). North-central, one of the larger villages by home count. Predominantly 1990s and early-2000s construction. Conroe ISD. See Alden Bridge.
College Park (1995). Northeast, named for the higher-education campuses within it, including Lone Star College-University Center. Late-1990s and 2000s stock. Conroe ISD.
Sterling Ridge (1999). West, the largest village by land area. Late-1990s through 2000s construction, plus the 827-acre gated Carlton Woods neighborhood around a Jack Nicklaus Signature course that opened in 2001, the custom-home tier of the market. Creekside Park (October 2007). The newest village and the only one in Harris County, along Spring Creek. Newest housing stock in the community, plus Carlton Woods Creekside, built around a Tom Fazio championship course that opened in 2005. Tomball ISD.
Town Center. The commercial core around The Woodlands Mall, Market Street, the Cynthia Woods Mitchell Pavilion and the Waterway. Housing is mid-rise, townhome and condominium rather than detached, and the gated East Shore neighborhood sits on Lake Woodlands at its edge.

Which school district will my address be in?
Three districts serve The Woodlands, and the boundary does not follow village lines.
Conroe ISD serves most of the community. It covers 348 square miles, roughly 72,000 students and about 75 campuses, and is the state's seventh-largest district. Tomball ISD serves Creekside Park Village, the Harris County portion. Magnolia ISD serves the May Valley area on the western edge of Sterling Ridge.
Assignment is by street address. Attendance boundaries inside a single village can split between elementary campuses, and districts periodically rezone: Tomball ISD ran a rezoning process affecting Creekside Park elementary attendance in 2022. What newcomers get wrong
"The Woodlands is a city." It is not. Voters rejected incorporation in November 2021 by roughly a 2-to-1 margin. There is no city property tax and no city police department. The Township contracts supplemental patrol coverage from the Montgomery County Sheriff's Office, funding 87 additional patrol positions, and operates The Woodlands Fire Department: eight stations, ISO Class 1.
"The Township tax is the whole bill." It is one line. Your statement also carries county, school district, MUD and other special-district levies. Ask for the actual prior-year tax bill on any property you are serious about.
"MUD taxes are minor." Municipal utility districts are political subdivisions with their own elected boards and tax rates, funded by property taxes, water and sewer fees, and bonds. Rates differ by district, so two similar homes a mile apart can carry different totals.
"The covenants are a formality." The Woodlands Covenants require prior written approval from the Residential Design Review Committee before you place, build, alter or repair a structure or improvement: additions, exterior color changes, fences, decks, paving, patio structures, garage conversions, satellite antennas, lighting, pools, spas and storage buildings. Read the applicable covenants during your option period.
"Flood risk is uniform." It is not. Parts of the area drain to Spring Creek, where the San Jacinto River Authority documented at least 6,700 flood insurance claims in its study area after Hurricane Harvey in 2017. Pull the flood zone for the exact parcel from the Montgomery County Flood Plain Viewer or the FEMA Map Service Center, and ask for prior flood history and any elevation certificate.
Property taxes and utilities
On September 3, 2026, The Woodlands Township adopted a 2026 property tax rate of $0.1694 per $100 of taxable value ($0.1594 maintenance and operations plus $0.0100 debt service), down from $0.1714 in 2025. The Montgomery County or Harris County Tax Assessor-Collector collects it as an additional line item on your county bill in the fall. Sales and use tax in the Township is 8.25 percent. Texas levies no state individual income tax.
Water, wastewater and drainage in the Montgomery County portion come from ten MUDs managed centrally by Woodlands Water, each rated a Superior Water Provider by the state. Creekside Park is served by separate Harris County-area districts, including Harris-Montgomery Counties MUD No. 386. Use the Woodlands Water address lookup to find yours, then call 855-426-7283 to open an account.
Electricity splits by county. The Montgomery County portion is served by Entergy Texas, a regulated utility outside ERCOT, so there is no provider shopping. Creekside Park is served by CenterPoint Energy in Harris County, where retail electric choice applies and you pick a retail provider.
Trash and recycling are Township services: one 96-gallon trash cart and one 96-gallon recycling cart per residence under the Township's Waste Management contract, with fees collected through the annual property tax rather than a separate bill.
Setup order that works: confirm your MUD and open water service, open Entergy Texas or select a CenterPoint-area retail provider, confirm your trash cart is at the property, then file your homestead exemption.
Commute routes and drive times
Three highway corridors carry most of the traffic. Every drive time below is an estimate and varies widely by hour and incident.
I-45 is the spine. Visit The Woodlands places downtown Houston 28 miles south, about a 45-minute drive, and George Bush Intercontinental Airport at roughly 25 minutes.
The Grand Parkway (SH 99) Segment G is a 13.7-mile tolled route from I-45 near Spring and The Woodlands east to US 59 in New Caney, operated by TxDOT. It is the east-west alternative when I-45 is congested and connects to the Hardy Toll Road.
The Hardy Toll Road parallels I-45 to the east and is the usual relief route toward IAH and north Houston.
ExxonMobil's Houston campus at 22777 Springwoods Village Parkway in Spring sits directly off I-45 just south of The Woodlands; budget 15 to 30 minutes.
The Energy Corridor runs along I-10 in west Houston from Kirkwood Road to west of Barker Cypress and employs about 94,000 people. The usual route is I-45 south to the Sam Houston Tollway west to I-10. Drive it at your real commute hour before committing to an address.
A practical 90-day relocation timeline
Days 1 to 15. Get a lender pre-approval. Build a budget on an estimated total tax rate, not just the Township line. Shortlist three or four villages against the commute you will actually drive.
Days 16 to 35. Make a scouting trip. Drive the commute at peak. Walk the villages. Confirm the school district and campus assignment for each candidate address. Review the covenants that apply.
Days 36 to 55. Tour and write an offer. In Texas, the termination option period is negotiated, not automatic: the number of days and the option fee are terms you agree to in the contract. Under the TREC One to Four Family Residential Contract (Resale), the buyer delivers the option fee and earnest money within three days after the effective date, so have funds ready to wire immediately.
Days 56 to 75. Use the option period: inspection and specialist follow-ups, survey, flood zone and prior flood history, the tax bill, the MUD, the covenants. Renegotiate or terminate inside the window.
Days 76 to 90. Appraisal, underwriting, insurance binder (price flood coverage separately), final walk-through, closing. Start utilities the day before funding.
New-resident admin
Driver license. New residents must obtain a Texas driver license from the Texas Department of Public Safety within 90 days of moving to the state.
Vehicle registration. Register your vehicle within 30 days of moving to Texas, or penalty fees may apply. Registration and titling go through the county tax assessor-collector's office.
Voter registration. Texas requires registration by the 30th day before election day, handled through your county voter registrar.
Homestead exemption. File the residence homestead application with Montgomery Central Appraisal District or Harris Central Appraisal District, between January 1 and April 30, so it is processed before fall statements. Since 2022, a buyer who acquires a property after January 1 may receive the general residence homestead exemption for the applicable portion of that tax year if the previous owner did not already have it. The state-mandated school district exemption rose to $140,000 under Senate Bill 4, approved by voters in November 2025. There is no fee to file.
Should I rent first or buy right away?
Rent first if your job start date is uncertain, your commute is unsettled, your out-of-state home has not sold, or you need a school year on the ground before committing to an attendance zone. A six-to-twelve-month lease buys time to learn which village and which side of I-45 actually fits, and it removes the pressure to accept a weak inspection outcome.
Buy right away if your employment and commute are fixed, your financing is clean, and you can make a scouting trip. Buying avoids a double move, two sets of deposits, and a second round of utility setup, and it locks a purchase price and rate rather than exposing you to a market you cannot control.
The honest middle: most out-of-state buyers who rent first do it for timing reasons, not doubt. If you rent, negotiate a lease end date that lines up with a realistic closing.

Can I choose my electricity provider in The Woodlands?
It depends on the county. The Montgomery County portion is served by Entergy Texas, a regulated utility that operates outside ERCOT, so there is no retail shopping and Entergy is the provider. Creekside Park, in Harris County, is served by CenterPoint Energy in a deregulated area, so you select a retail electric provider and CenterPoint delivers the power.
Do I need approval to paint my house or build a fence?
Yes, in most cases. The Woodlands Covenants require prior written approval from the Residential Design Review Committee before you place, construct, alter or repair a structure or improvement on a lot with an existing single-family dwelling. That covers additions, remodeling, exterior color changes, fences, decks, paving, pools, spas, storage buildings, lighting and more. Applications go through the Township's Covenant Administration portal.
When do I have to get a Texas driver license and plates?
New residents must obtain a Texas driver license within 90 days of moving to the state, through the Texas Department of Public Safety. Vehicle registration is faster: register within 30 days of moving, or penalty fees may apply. Registration and titling are handled locally by the county tax assessor-collector. Also register to vote by the 30th day before any election you want to vote in.
